The rise of the industrial parks of the Hainan FTP

Hainan"s key industrial parks are the beating heart of the Free Trade Port - these business hot spots are the main sites where the newest FTP policies are being put into practice.

Over the past few years, work on construction projects in Hainan’s key industrial parks has been moving ahead full steam, transforming many of these areas from empty lots and desolate wastelands to modern industrial cities.

Recently, the Jiangdong New Area Central Business District has begun to take shape, with important structures such as the Hainan Energy Exchange Building, the Haikou Financial Center, the Datang International Trade Center, and the SDIC Ecological Environment Building all rising to take their proud places on the skyline.

A satellite photo of the area taken roughly seven years ago shows that the eastern suburbs of Haikou were almost completely undeveloped at the time, featuring only a few fish ponds and an empty beach.

On June 1, 2020, the master plan for the development of the Hainan Free Trade Port was published, leading to the establishment of thirteenkey industrial parks in the province so far, including the Jiangdong New Area. Now all of them are on the fast track to high-quality development.

From 2019 - 2022, the operating income of the Jiangdong New Area increased from 18.9 to 311.6 billion yuan ($43.8 billion), while tax revenues went up from 700 million to 5.7 billion yuan ($0.8 billion). Jointly led by the headquarters and airport economies, the area has attracted 231 Fortune 500 companies and industry leading corporations operating in the fields of trade, finance, the airport economy, consumer boutiques, and more.

As it is in the north, so it is in the south. Satellite images show that what was once empty ground has now been transformed into the Sanya Yazhou Bay Sci-Tech City, which is dedicated to developing into a leader in the seed industry and deep sea technologies.

Currently, quite a few projects, including the Deep Sea Science and Technology Innovation Public Platform, the Sanya Deep Sea Compound Resource Center, and the China MerchantsSanya Deep Sea Equipment Industrial Park have been built and begun operation in the Yazhou Bay Sci-Tech City.

In the area of seed industry technology, over 900 companies including the China National Seed Group, Longping Hi-Tech, the Da Bei Nong Group, KWS from Germany, and KeyGene from the Netherlands are all doing business in Sanya’s Nanfan Science and Technology City, where they work on all aspects of the industry chain including seed propagation, cultivation, and more.

Another of Hainan"s key industry parks, Wenchang International Aerospace City, has completed construction of the initial area road network.

Investment in the first phase projects in the initial area of Wenchang International Aerospace City totals around 6.742 billion yuan (about $1 billion). The construction area measures around 2.373 square kilometers, and mainly consists of municipal infrastructure and public service facilities for the Space City.

In Boao Hope City, also known as Lecheng International Medical Tourism Pilot Zone, more and more well-known domestic and international medical institutions are opening their doors. In the Yangpu Economic Development Zone, projects involving offshore equipment manufacturing, health foods, new petrochemical materials, and more have been launched. In the second phase of the Hainan FTP Resort Software Community, the Hainan Eco-Smart New City continues to get new projects underway, leading the development of the province’s digital economy industry. In the Lingshui Li’an International Education Innovation Pilot Zone, Sino-foreign cooperative education projects are starting upone after the next.

In 2022, a total of 126.15 billion yuan ($17,7 billion) was invested in the thirteen key industrial parks of the Hainan Free Trade Port, which achieved combined revenues of over 1.8 trillion yuan ($0.25 trillion), a year-on-year increase of 31.6%.
